The Viceroyalty of Dominea is the southernmost, 21st and final core province of the Terran Aerth Imperium. Dominea is bounded to the north by the viceroyalties of Cerulia and Mithgard and to the east, west and south by the Boundless Ocean (Oceanus Infinitas)

Dominea occupies a small part of the Imperium's mainland and the big islands of North Aeneon & South Aeneon, Varagas & the Godsend Islands. It is generally nominated as one of the furthest points within the core realm of the Imperium.

Dominea: An Introduction

Dominea is an Imperial Viceroyalty located at the southern end of the Terran Aerth Imperium on Aerth. It is wholly independent from the Imperial court in Arcant with all matters with the exception of military, justice, theology and a few other matters concerning Imperial Rule. It is able to be governed solely by the viceroy and his/her government – except when direct rule is imposed by the emperor (this have never happened in the empire’s 5000 year history).

Dominea’s power is not proportional to its size, this is due to its extremely strategic location. It is one of the foremost maritime powers on our world - surpassed only by Isladia (the 1st viceroyalty from the Imperial Capital of the Imperium, Imperial City-Arcant). The capital of Dominea, Imperial City-Iridar, is situated between the two Aeneon islands upon the Dominion Corridor - one of the world's busiest sea routes.

Dominea regulates the trade between the Imperium's core provinces to the new Imperial lands to the far south across the Oceanus Infinitas. It also maintains the brisk trade between the Imperium and the Eslan Confederation, Rynan Regime, Ondosini Consortium & the City States of Carrachin. This 'regulation' is wholly attributed to market forces as well as the geographical location of Dominea just south of the center of Imperial industrial production in the Viceroyalties of Cerulia and Eriand.

Dominea is also the most developed of the far western core provinces. It also serves as the western nexus of imperial power, hosting the headquarters of the Southern Core Command in Eminent Harbour. Traditionally, the position of Warden of the South has always been given to the Dominean Viceroy - as he serves as the primary receptacle of imperial power to the south. The Dominean capital at Iridar far surpasses the cities of Cradle Bay, Inverael, Arann and even the age old cities of Ayre Celerule & Val Eriand.

Dominea is a beautiful land of towering mountains, hidden valleys, rolling plains set upon cliffs and the raging sea. Its temperate climate makes it a draw to millions of visitors from all over the world. Dominea is also noted for its beautiful metropolitan cities - all of Dominea's major cities are relatively small compared to that of the core provinces and married to the sea and their urban landscapes serve as a delightful contrast to the busier more crowded cities of the Imperium.

The Duchy of the Northern Marches is the gateway to Dominea from the rest of the Imperium. It is dominated by the tall mountains bordering Mithgard and a fertile flood plain bordering the River Ceth (bordering Cerulia). Natural areas of interest are the Mithgard Pass (of which the Mithgaard Tribes invaded the empire), the misty mountains to the south and the beautiful untouched coast west of the Harivand causeway. Also of interest are the preserved gold rush towns in the foothills of the Mithgaard Mountains.

Metropolis of Harivand

The city of Harivand is unique twin city separated by the Harivand Sound – it separates maritime Dominea from the small mainland domains. Two cities Nor Hari (in the north) and Sur Vand (in the south) have a unique fusion with the stupendous and awesome setting – in the place where the mountains meet the sea and the greatest bridge in all the empire.

The Duchy of the Southern Marches guards the westernmost approach of South Aeneon. It is still a wild land full of natural beauty and grace. The Duchy sits just south of the misty mountains, straddling the great peaks of the central mountains and the great River Valens. One of the great natural wonders – the Horseshoe Falls sits just above the 6th cataract of the Valens. Where the Valens meet the sea sits Valmont.

Metropolis of Valmont

The city of Valmont is the most remote major city in Dominea – standing alone on the south west coast of South Aeneon. Situated on the east side of the Port Drumburie Bay and over the mouth of the Valens, Valmont is a major port of call for merchant marine from the nations of the southwest – Eslan & Rynan. Within the city limits is also the new seat of the Duchy – Ard Valrin, one of the finest examples of a planned administrative centre.

The Metropolis of Valmont also indirectly rule the Territory of Kalast - a large Imperial Territory far to the south across the Boundless Ocean and some Island territories. It has also been recently granted purview and adminstrative rights to Ce'rae on Earth.

Valmont is also the headquarters of the newly formed Dominion & Eminent Megacorporation.

The central plains remains one of the most prosperous farmlands of the viceroyalty. The central plains is the biggest expanse of flat land south of northern Cerulia. It remains one of the biggest producers of wheat and grapes within the Imperium. At the east end of the duchy is the city of Port Arlington – city of parks.

Metropolis of Port Arlington

Port Arlington is one of the most beautiful seaside cities within the empire. Built on the giant natural harbour of Arlington Bay, the city rises gently into the hills on the Eastern Shores area.

Port Arlington is famous for its beaches, marinas and wealth.

If Imperial Dominea is the heart of the viceroyalty; Albion would be its soul. Once the heartland of the Azrite empire, Albion is one of the most historical areas of Dominea – its lands settled for centuries. Around every trail, every street corner and every river bend is a story to tell – the story of 3000 years of Imperial settlement in Dominea.

The duchy of Albion is broken into two by the narrow Carrows Passage. It is the southern gate of the Dominion Corridor. Due to its importance and population, there are two major metropolises in the duchy – New Albion and Merion.

Metropolis of New Albion

The city of New Albion is the single oldest continuously inhabited settlement in Dominea – once being Albatata of the Azrites and Albion of the early empire. The city of New Albion is a historical city with many sights and sounds. It is also a hidden city of numerous quiet coves and towering cliffs. The centre of the city is situated above the spot where 3 peninsulars meet, the Albion peninsular, the Eastern Shores and the Western Shores. It remains the biggest city in Dominea.

Metropolis of Merion

Established as Merion bay during the gold rush era, Merion began its life as the southern end of New Albion. It became a major settlement upon the discovery of diamond and precious gems in its hidden glens and foothills.

There is a saying, to own a Merion diamond is to own the world – this is especially true as Merion’s diamonds were amongst the most beautiful and pure in the Imperium – the famed ‘Star of the Imperium’ atop the sceptre of the Emperor is a Merion diamond – and He certainly own the world.

A visitor to Merion will be amazed by its well mainicured landscape, canals – and gorgeous houses. It is also a major commercial centre – being the headquarters of the Iridan Megacorporation.

The duchy of Aridor is a vast land of contrasts – from the tallest peak in Dominea (Mt. Blackrise) to the deep blue bays of Lion’s head. From the vast emptiness of the north to the populated, cultivated plains of the Upland coast. A major port sits on the south of Aridor – Eminent Harbour – which was founded by Lord Palanthus.

The city sits between the beautiful Varagas island and the tall cliffs of Verigan’s Fist.

Metropolis of Eminent Harbour

Eminent Harbour is verily the largest port of Dominea and the 4th largest in the empire. It also contains the biggest naval base in Dominea, the HIM Varagas, headquarters of the Southern Naval Command. Militarily it is also the headquarters of the Imperial Legions (Southern Ward) – a 18 legion unit. Eminent Harbour is also known for its marine parks and observatory – serving as the main science campus of the MarNSTeD University. It is the biggest centre for marine and space technology in the empire.

Formerly part of Volaria, this part was absorbed into the viceroyalty upon the creation of Dominea. The other half of Volaria, west Volaria is part of Mithgard to the west of the Duchy of the Northern Marches. The duchy of East Volaria is another new part of Dominea – its oldest cities Altonia was founded in the heydays of the gold rush while Double Bay was created by Lord Palanthus after the civil war.

East Volaria at heart remains a wild and untouched land, it soaring peaks (Soranth) and hidden bays. A visitor can easily immerse themselves in the deep wilderness without seeing anyone for days – just like the land lost in history.

Metropolis of Altonia

Altonia is a charming metropolis surrounding a tranquil bay. It remains one of the most liveable city in the Imperium – with relatively low costs and a beautiful environment.

Altonia is a centre of learning, being the main campus of Northern University of Dominea and also the Halls of the Ecclesia (A theological university). Its main call to fame is the Altonia-Islea regatta – a once 5 yearly yacht race between Altonia, around Dominea and then thousands of miles north to Islea near the Imperial Capital.

Metropolis of Double Bay

Double bay is one of the youngest cities in Dominea being founded by Lord Palanthus during his efforts to urbanise the far east of his domain. Double bay is a conurbation of two cities – Azurias and Milham – each having a character of its own.

Double bay is famed for its arts, culture, museum and nightlife. Once every month a festival of arts or culture will be held in the city and this varies in its theme, historical period as well as fervour.

The duchy of the nine isles is unique amongst the 7 duchies as it is the smallest yet most far flung of the duchies. The main area of the duchy is in the Godsend Islands (just south of Dominea) while governing about 2000 islands scattered all over the Oceanus.

The Nine Isles is the headquarters of the IEF as well as the governing authority of the southern colonies (with the exception of Kalast) of the empire (across the Oceanus).

Metropolis of the Nine Isles

The city of the Nine Isles is a most unique city being built over nine islands in the temperate waters of the Oceanus. Linked by a ferry service with the mainland and by graceful bridges and ingenious tunnels, it a almost like paradise.

The Nine Isles is also a tourist centre, acting as a starting point for journeys into the deep south – it maintains shipping and air links to most of the 2000 islands governed by the duchy.

The Imperial Dominion is ruled by the Viceroy directly with a vice royal regent assisting him/her. The Imperial Dominion is the political heart of the viceroyalty being the centre for the government, church as well as the judicial system.

A visitor to the Dominion will be awed by its great buildings set upon a beautiful and grand landscape.

Metropolis of Iridar

The city of Iridar is one of the 21 Imperial Cities in the Empire. As such it is the seat of the viceroy and contains an Imperial Palace for the emperor’s convenience. As seat of government, Iridar is the most famous, most guarded and most important city in the realm. (The Imperial City is officially known as Imperial City-Iridar).

Iridar is centred on an island between the two main islands. The city begins as a fort guarding the northern terminus of the Dominion Corridor – which is a major trade route to the south. The city is connected to the mainland by numerous graceful bridges.

Both sides of the city hold significant government presence – the west side on the island of South Aeneon holds the official vice royal government while the east side on North Aeneon is the judicial & military complex. On the island of Iridar itself sits the beautiful Imperial Palace and some of the most expensive real estate in the empire.

Imperial-City Iridar

Imperial City-Iridar is the inner part of the Metropolis of Iridar and is the full name of that metropolis. The entire Imperial City-Iridar sits on Dominion Island between both Aeneon Islands - right in the middle of the Dominean Corridor.

The City consists of the Imperial Palace, the Imperial Chacellory and Imperial Government Buildings and is of limited access to the general public.

Imperial-City Iridar is but one of the 21 Imperial Cities of the Empire - 1 for each vice-royalty plus the Imperial-Capital of Arcant itself.

Dominea: A Short History

Azrun, Aridor, Maltecha, Volaria, Iridar's Dominion, Aeneon... These are some of the names that was given to this land - Dominea... A tapestry of people, history and places - Dominea is rich in history. Although young by Imperium standards, Dominea's location as a crossroad of human civilisation makes the 3000 years of settled history a remarkable one.

Age of Legends: Ancient Dominea - the Civil War

Pre-Imperial Dominea

Dominea before imperial rule was known as Azrun and was the cradle of Azrite civilisation. The Azrites ruled a large portion of mainland Dominea as well as most of southern Cerulia. They establised numerous ports and towns along the sea way between North and South Aeneon (Montego sea and Broken Bay). They set their capital at the tip of the Albion peninsular (in the New Albion Metropolitan Area) and called it Albatata (Imperianisation into 'Albion'). This site can still be seen today looking forlornly into the deep blue bays of the region.

The Azrites, at the height of their civilisation, decided to expand northwards into central Cerulia (then known as Eriand Novo - New Eriand) at the edges of the Imperium.

After an apparently successful campaign their evil incursion into Imperial territory was unceremoniously crushed by the Exalt-General Ari dor Machleas (Imperator, IX Legion - Immortals, Warden of the South). Due to these incursions, then emperor Damien Xicarus XXI decided to invade Azrun and rid the empire of its final competitor in the south (this was before the discovery of the Midgaard tribes).

It took just 10 months for the Exalt-General to subdue the Azrites (their tribal technology was not a match for the Imperial Knights and their armour). In his honour, the emperor granted Machleas the viceroyalty for Eriand Novo (back when viceroyalties were easy to obtain). Machleas changed its name to Cerulia (after Celrudia his daughter). He named the former Azrite lands Aridor (after himself) and Albion (after the Imperial name for Albatata). He declared these lands the southernmost extent of his domains and built forts to guard a restive Azrite population. (A branch of the Machleas family, the Maristards, still rules over Cerulia)

1st Settlement

Upon Machleas' 'conquest', Imperiate settlers started to arrive from Cerulia, Eriand and the inland province of Brunwald. They found lush valleys and a tame shore that is ideal for settlement. They started settling around the 3 main forts Machleas built - at Albatata (New Albion), Ansavi (Harivand) and Alsanda (Alsance - a suburb of Imperial City-Iridar). These forts and towns become the beginning of Dominea's biggest cities today.

Azrite Rebellion

Machleas died in the summer of 2153PI, after 41 years at the helm of the Cerulian government. At his dying breath he indicated that he would like to be buried in Albion, in a marble tomb amidst the old Azrite Kings. The Machleas ordered the old ruins of Albion to be demolished to make way for this tomb.

Construction took 3 years. The new Machleas ruler, Amisav, gave orders to hold his investiture at his father's tomb. As is his right, he ordered that all Azrites not to come within 50km of the site, now and forever. At this, the ungrateful Azrite rose in rebellion. They sacked Albion and marched in force up to the fort at Alsanda. A great battle was fought within sight of the current Viceroyalty Palace in Imperial City-Iridar and the Azrites were crushed totally, never to rise again.

Unfortunately, Viceroy Amisav and his family perished when Albion was sacked. The new Viceroy, Amisav's brother, Micheal ni Machleas decided that his realm was just too far flung and wild to control. He gave orders to abandon Aeneon. In the end, he only maintained one last fort in Maltecha, just north of the current northern city centre of Harivand on the mainland to watch over the southern reaches of his domain.

Mithgaard Invasion & the Dark Era

Roughly 100 years after the Azrite rebellion (2298PI), a gigantic host poured out of the mountains east of Maltecha. Unknown to the Imperium, a vast migrating race of people has poured across the mountains as their own land was ravaged by a giant earthquake and volcanic eruptions (rudimentary seismographs in the Imperial University at Arcant recorded the event). A warlike race, they decided to take Imperial lands and settle there. Thus began the darkest period of Imperial history.

The Mithgaard started the invasion at Cerulia and quickly penetratrated Eriand. The great host defeated Imperial troops at Celanta and Pilewood, destroying the entire Southern Ward army (12 legions). They continued, pillaging and raping, into the Imperium.

Four years into the incursion, they laid siege to Islea, within 500km of the Imperial Capital. There they were finally defeated by imperial troops under the generalship of Volar Dracaris - which became the greatest general of all time. Volar's name remains that most found within the core provinces of the Imperium (Volarin, Volaria etc.) Volar Dracaris was rumoured to have been born in the mountains of Soranth – not far from metropolitan Double Bay of today.The aftermath of the Mithgaard invasion was that of anarchy and chaos. The Imperium was in tatters. All expansion south of Cerulia is quickly abandoned - Cerulia itself retreated above the river Ceth (the current border between Cerulia & Dominea). For the next 1000 years, the Imperium looked inward, in an attempt to recover from the severe trauma it received from the Mithgaard.

Western Expansion, Mithgard & the 2nd Settlement

Roughly 800 years after the Mithgaard invasion (3069PI), the Imperium restarted exploration at its frontiers. An expedition was mounted into the Mithgaard homeland. What the explorers found there was amazing - rivers with glistening beds, lakes the glow in the dark and caves that shine in the day. It was Gold, Diamonds & Silver!!! The 'gold rush' is on. By 3200PI, the emperor granted viceroyalty status to Mithgard and placed all of 'Volaria' (a new region that consisted on the current eastern Mithgard & all of today's Dominea) under the viceroyalty's purview.

Thus begin the 2nd Settlement of Dominea. Cities was refounded in Dominea, namely Hari and Vand (the present Harivand), Valmont, Iridar (on the site of Alsanda), Merion Bay, Arlington & New Albion (on the site of old Albatata). This settlement is more thorough than the 1st and was unchallenged by the remnants of the Azrites - in fact, they readily integrated themselves into the Imperium and within a generation, ceased to exist as a seperate race. The chapter ends with the foundation of Emminent Harbour and Altonia in 3178PI and 3202PI respectively.

In the Imperial Capital, Emperor Zuean Maristard-Harleck IV died without issue - being the 1st break in an unbroken line of Arcanti emperors. 3 claimants came forward, Prince Alfred Cerdhion-Arcanti Marnx of Isladia, Viceroy Nara di Harleck of Mithgard and Viceroy John de Fruess of Northend. War & Peace: Dominea's Founding & Reformation

Imperial Civil War (3211PI-3218PI)

The civil war lasted a terrible 8 years and remains the bloodiest conflict in the history of the Imperium. Dominea was relatively untouched by this war for the first seven years of the conflict. This changed on the 7th year when the ambitious Baron of Alsance, Baron Palanthus ce Iridani marched a private army into Iridar. He quickly, through cunning, chrisma and excellent tactics captured all the cities in Dominea and declared for his childhood friend Alfred Cerdhion-Arcanti Marnx (As a child Lord Palanthus was sent to the capital as part of the squire program - he was coincidentally named squire to the young son of the Viceroy of Isladia, Alfred Marnx)

He raised a great army and prompty captured the forts on the mainland in East Mithgard. In the late autumn of 3217, he confronted the recon units of the Harleck army just across the mountains in Mithgard. He soundly defeated and captured Nara at Mithrend Bridge, ending Nara’s claim to the throne.

He then pacified the Cerulian hinterlands (House Machleas was aligned to Nara) and marched into the heartlands of the empire – the 1st time a ‘Dominean’ army has done so in history. Fighting an offensive worthy of Volar Dracaris, he defeated a total of 6 armies by the remaining lords aligned to Nara with panache. His greatest victory was at the Battle of Three Armies at the gates of Talach – his smaller but more mobile army flanked and routed 2 entrenched enemies facing one another.

With one stroke he relieved Talach (which was aligned to Alfred Marnx) and destroyed the two biggest armies south of the capital. (The Harleck forces was under Nara’s son Branden while the Fruess forces was under Fruess’ ally – Viceroy Dramond von Darthe of Brunwald). His army joined up with the forces of house Marnx in south Islea in what is now known as the Field of Meeting.

With forces to spare, Emperor Alfred Cerdhion-Arcanti Marnx I quickly took the throne after routing Fruess at Val Suriyen in Southrend. He moved quickly to overhaul the governance of his empire. He named Maristard to the helm of Cerulia and placed a branch of the Cerdhions, the Caldaras on the throne of Mithgard. He replaced 12 of the 20 existing ruling viceroyalty houses with those of his adherents and allies. To his loyal friend Palanthus, he created a new viceroyalty, naming it Dominea – Land of the Lords.

Dominea - Foundation

Known as Iridar’s Domain by the commonfolk, Dominea quickly grew with its newfound independence and ruler. Lord Palanthus was one of the most able administrators and generals the Imperium has ever known. During his rule, 2 new metropolitan areas were founded, one at the Nine Isles and the other at Double Bay. He also led explorers to explore the lands across the Oceanus Infinitas made possible with the invention of new naval technologies.

His role in the Acleis (Armed Forces) is a major one as the emperor’s main representative in military matters. His accomplishments in exploration of the southlands across the ocean created new colonial hinterlands for Imperial expansion. He also initiated Imperial expansion to the wild unclaimed lands to the north and west of Mithgard (now the Imperial Westland Territories). He also expanded the navy’s role in the military and created an exploration branch – the Imperial Expeditionary Foces (IEF).

He retired from active military service upon the death of Emperor Alfred Marnx I, retiring as Exalt-General and Exalt-Admiral – the only person in the history of the Imperium to ever hold both ranks.

After his retirement from the armed forces, Lord Palanthus channelled his energy into Dominea itself. He personally founded Double Bay (3252PI) and the Nine Isles (3255PI) to urbanise the easternmost end of his dominion and established outpost through the Oceanus Infinitas around Dominea (about 60% of the current maritime bases under the empire was established by Lord Palanthus between 3255PI to 3265PI). Needless to say, it was Lord Palanthus’ foresight that lead to the development of Dominea to become the 8th largest economy within the Imperium although being 19th in land size (only Isladia and Arcant are smaller and more prosperous) and 21st in founding.

Lord Palanthus was also responsible for the foundation of numerous institutions of higher education – namely the Northern University of Dominea (main campus in Altonia with a major branch in Harivand), the Southern University of Dominea (main campus in Port Arlington with a major branch in Valmont), and reorganized the colleges of learning in Iridar to the last imperial university in the Imperium – The Imperial University of Maritime, Naval & Space Technology of Dominea (MarNSTeD University) with campuses in Imperial City-Iridar, Eminent Harbour and the Nine Isles.

It was the Lord’s vision that propelled Dominea into prominence as the centre of High Technology and Space Science within the Imperium.

Lord Palanthus ruled Dominea up until his death in 3271PI. He was buried in the Imperial Monument at New Albion – within walking distance to the tombs of the Azrite Kings and the ruins of Ari dor Machleas’ marble tomb.

Lord Palanthus was succeeded by Lord Daren ce Iridani, his 4th child (the 1st 3 died under mysterious circumstances). Lord Daren rule was distinctly different from his father as he abandoned most of Lord Palanthus’ welfare initiatives. He cut spending from the viceroyalty’s budget and trimmed the bloated civil services. Lord Daren then began an optimistic plan to decentralize the government of Dominea which later directly impacted the entire Imperium. Lord Daren started the 1st step towards Reformation.

Dominea – Reformation

Lord Daren is an enigmatic figure in Dominean and Imperiate History. His rise to the throne of Dominea will be forever tainted by the deaths of his elder siblings and his tendency towards ascetism raised many eyebrows in the often free spending noble class. He was once rumoured to have set up many secret organizations, gangs and assassin guilds with his money as he rejected the blatant display of wealth so many noble scions favour.

It became very clear late in 3284PI (about 12 years after his investiture) where his money was going. With great fanfare he launched his campaign to change the form of government in Dominea. He has in the past 12 years invested his money into the Institute of Political Science in Alsance (now the Iridani Political Faculty of the MarNSTED University) as well as secretly buying shares in a small technical company – this company – Newlite Technologies is the precursor of today’s Iridan Megacorp.

His new political ideas took the Imperium by storm. He declared that the viceroyalty of Dominea is accountable to the people of Dominea – being the 1st of the 21 rulers to do so. He then divested numerous powers to regional governors in the name of better governance – creating the ducal system for the 1st time.

He created 7 duchies and divided them amongst his relatives and able administrators. These dukes are by appointment but must be nominated by the ducal legislators. (An institution that has since been withdrawn) He also created a viceroyalty legislature of two chambers – a lower elected chamber and an appointed upper chamber. This is mirrored in every duchy.

He also created the concept of mayors and exalt-mayor (mayor-general) for the major metropolitan areas. He then removed the civil authority in these areas from the duchies. These mayors report directly to the viceroyalty and are independent of the dukes.

In essence, Lord Daren created a constitutional imperial government that we have today – and government have never been the same since. His reformation of the government ignited a firestorm overnight. Emperor Alfred Marnx II immediately demanded that Lord Daren to abandon the entire plan or risk being removed from the viceroyalty, imprisoned, executed, incinerated and scattered to the winds.

The situation and tension got worse when Lord Daren refused immediately and defied the Imperial Edict. This is the first time a viceroy refuted the Emperor’s demands. Tempers flared and before we knew it, the empire was once again facing the prospect of civil war.

However, war was avoided with the death of Emperor Alfred Marnx the Second. His successor Emperor Arcturus Regulus Marnx was arguably the greatest emperor of all time. (for more information visit the Tribute to Emperor Arcturus Regulus Marnx exhibition at the Iridani Museum of History in Valmont)

Emperor Arcturus immediately recalled Lord Daren to the Imperial Capital at Arcant for consultations (this is based on the premise that all viceroy’s are the Emperor’s representatives in the provinces – a premise that has since fallen into oblivion as the viceroys consider themselves rulers since about 2500PI). Lord Daren bravely went to the capital, ignoring counsel not to do so. The result surprised the entire empire.

Emperor Arcturus issued an edict endorsing Lord Daren’s reforms. He abolished the Imperial Council and replaced it with a new elected Council of the Empire. He also created an upper chamber of legislature from appointed Lords and Dukes, military commanders, and elected exalt-mayors from the various viceroyalties. The emperor also issued an edict to all viceroyalties to issue structural changes to their governments at their own pace – thus creating a federal form of Imperial Government (Viceroyalties are now allowed to have independent governments). The political landscape of the Imperium is now changed forever. Reformation has now truly began...

Dominea Ascendent: Democracy, Technology, Trade & Power

Death & Despair

Unfortunately, Lord Daren was murdered on the way back to Dominea when unknown assailants bombed the trunk road between Islea and Celanta. The resulting explosion destroyed the entire town centre the vice royal procession was stopping for supplies resulting in over 1,000 deaths (documentation is sketchy from that era). It was suspected that the viceroys of Northend and Saldara have a hand in this assassination.

However, the reforms Lord Daren has initiated could not be destroyed by fire or brimstone. Today 19 of the 21 core provinces have adopted the reformed government. One is undergoing reformation (Northend) and another is planning to do so by 4908PI (Mithgard). Lord Daren’s remains were identified and brought back to Dominea for to be interred. He was laid to rest next to his sire in New Albion.

Dominea – Growth

At the death of Lord Daren and most of his family, the crown of Dominea passed to his brother Lord Aldritch ce Iridani (the 14th and youngest child of Lord Palanthus). Lord Aldritch was generally considered at best a caretaker viceroy for he was unschooled for ruling Dominea and its people. Yet he was the longest Iridani ruler in history, at the helm for 86 years until 3371PI. Dominea continued to grow under the tenets of reformation during this period albeit at a much slower pace.

With the loss of Lord Daren, reformation took almost five hundred years in Dominea - at a pace slower than some of the viceroyalties closer to the imperial capital. Nevertheless, reforms were taking place as the people rose as one to support Lord Daren's greatest legacy - Freedom, Justice and a new sense of life.

The march of seasons and years continued as the viceroyalty was passed from one Iridani Lord to another. This does not change until the summer of 3951PI, when the last direct Iridani lord died without issue. By now, the reformation has completely taken hold in the entire province and most of the Imperium. The death of the last direct Iridani lord made civil war once again a threat but this time within Dominea… or so everyone thought.

The tenets of reformation so ingrained in the noble class of Dominea took hold. Instead of a war, an assembly was convened from the legislators of the upper house. With the main branch of House Iridani gone, the attention turned to 5 of the 7 ducal houses as they were descendants of Lord Palanthus’ children (Lord Daren appointed his brothers to 5 of the 7 duchies he created. Only the Duchy of the Northen Marches (House Durant) and the Duchy of the Nine Isles (House Amistead) are not of Iridani blood.

The Dominean Provisional Government/Assembly, appointed in the place of the viceroy, went into action. Firstly they informed the emperor that Dominea will choose on of the descendants of house Iridani to the viceroyalty to assuage Imperial fears of a civil war thus preventing Imperial intervention. The plan they came out with was ingenious and bold yet required by necessity to prevent bloodshed.

They suggested to hold an election for viceroy – the first direct election in the history of the Imperium. The candidates are from the 5 Iridani dukes and to be fair, from that day forth, every time a Dominean viceroy pass away, an election will take place to elect one of the 5 dukes in his place. Also in the statute is that a ducal regent (one of the viceroy-elect’s family) will be placed in place of the elected duke to administer his duchy. This form of ‘elected’ government remains unique in the empire 1000 years or so later.

The legislature approved of this measure and the people were overjoyed by this new democratic practice. An electoral map was quickly drawn up and the election way underway by July 3952PI and Lord Aslan ce Gneiso-Iridani, Duke of Aridor became the 1st elected viceroy of Dominea. Lord Aslan won via his great popularity amongst the masses, being the most prominent of the 5 dukes of his day. Incidentally, he was also chairman of the Iridan Megacorp.

Under his rule of almost 30 years, business and commerce grew tremendously within the viceroyalty (at this time more commonly known as province or nation). He personally established the major naval base and port at Eminent Harbour and developed high tech industry within the nation (drawing from the educational infrastructure set down by Lord Palanthus almost 800 years before). He managed to utilise the infrastructure, politics and companies laid down by his forefathers to set the foundation of Dominea’s giant economy – ranking 8th out of the 21 core provinces.

Upon his death, the viceroyalty was given to his son, Lord Micheal ce Gneiso-Iridani, by popular vote. The system was working well. Since Lord Aslan, Dominea had had 38 elected viceroys (with an average rule of 25 years). Of these 38, 18 were from the Gneiso-Iridani family of Aridor, 8 were from the Marnx-Iridani family of Albion, 6 were from the Anderson-Iridani family of East Volaria, 5 were from the Maristard-Iridani Family of the Central Plains while only 1 was from the Mellor-Iridani family of the Southern Marches. Our current Lord Viceroy, HIH Viceroy Arthur Gneiso-Iridani, Exalt-Admiral of the South & Lord of Dominea, Arathe, Mylvia & Kalast is the 1st Aridor Viceroy in the past 100 years – elected in 4892PI.

To those that revel in numbers, 21 out of these viceroys died of natural causes, 13 were killed in the service of the Imperium, 1 was executed by the Emperor, 1 was murdered by his wife, 1 was pushed from the top of the Iridan Megacorp Tower in Port Arlington and 1 abdicated the throne.

Dominea is a relatively small viceroyalty in the Terran Aerth Imperium located at the south-west tip of the Western Empire. It is sprawled over the two major islands North & South Aeneon, the smaller islands of Varagas and the Godsend Achipelago and a small portion of the imperial mainland. Seven of Dominea's eight political sub-entities lie entirely on the islands while the final one straddles Harivand Sound.

The Viceroyalty of Dominea shares land borders with the Viceroyalty of Mithgard & Cerulia, and water borders with the Viceroyalty of Eriand and the Thousand Islands to the south (administered by Dominea). Outside its traditional borders, Dominea borders many other countries via its Overseas Territories (including Ce'rae & Kalast)

The government of the empire is a government of the people, for the people by the grace of the emperor. As such there is no higher form of governance in our world. The government of Dominea is a post-reformation constitutional viceroyalty under the authority of the Emperor. This government is divided into three major branches namely:-

  • 1) The Judiciary
  • 2) The Civil Administration
  • 3) The Military Administration (please see military)

The Judiciary (Iustitia)

The judiciary of the Imperium is a system totally independent from the civil government ( The Administratum) and the military government (the Acleis). The judiciary has the purview over all matters civil, criminal, family etc. over the Civilian population but NOT over the Military population of the empire.

The Judiciary Hierachy of the Empire

The judiciary is headed at the highest level is led by the Highest Justice (i.e. Mater Iutus – Mother of Justice). The Highest Justice is traditionally female as this position is reserved for the Empress of the Empire (only once in the long history of the empire the Mater was not the empress – when Emperor Joram ni Arcanti was unmarried – the position was given to his cousin the Princess Arianne)

Below the Mater, there are 8 high justices. A combination of justices and the Mater (3,5,7 or 9) preside over the Great Imperial Court, the highest court of the land. Below that are the Imperial Courts of Appeals, Imperial Criminal Courts of Justice, Imperial Magistrate Courts and the Imperial Family Court. These courts are actually courts of appeals from the Viceroyalty Courts.

The Mater appoints all the High Justices in the Imperial Court while all the other justices are nominated by the Imperial Chancellor and approved by the Lex Imperia. The Mater also appoints the Realm High Justice – which serves as the Highest Justice in the viceroyalties.

In Dominea, the court system mirrors the Imperial system. The vice royal court system is headed by the Realm High Justice and she appoints 6 Justices to assist her in the Imperial Dominean Supreme Court. Below the Supreme Courts are the Courts of Appeals, the Criminal, Civil and Family Courts – the Magistrate Courts (Ducal), the Metropolitan Courts (Metropolitan Areas), the District Courts (Districts & Wards).

The line of appeal are the District Courts to the Magistrate or Metropolitan Courts (all these courts are divided into family, civil and criminal) and then to the court of appeals. The appellate courts then leads to the Supreme Court before being passed to the Imperial system. All cases will go through the entire imperial system with exception of political and national security cases which will be passed from the supreme court directly to the Mater’s court.

The Civil Administration (Administratum)

The civil administration is divided into 3 levels:-

  • Viceroyalty Level
  • Ducal Level
  • Metropolitan Level / Local Region Level

The Viceroyalty Level

Executive

The executive government of Dominea is headed by the Viceroy of Dominea. The Viceroy is elected once the previous one vacates the throne. The viceroys report to the Imperial Council and the Emperor at the Imperial City of Arcant.

The viceroy appoints an exalt-governor (prime minister) to head the executive branch of government.

The exalt-governor then nominates and appoints his exalt-ministers to run the various departments in the viceroyal executive – namely the departments of:-

  • Transport & Communication (DTC)
  • Education and Health Services (DEHS)
  • External Affairs & Diplomacy (DEAD)
  • Internal & Emergency Services (DIES)
  • Agriculture and Biotechnology (DAB)
  • Commerce & Industry (DCI)
  • Local Government and Residential Affairs (DLGR)
  • Treasury, Economy & International Trade (DTEIT)
  • Human Resources & Information (DHRI)
  • Culture, Tourism & Human Development (DCTH)
  • Research, Aerospace, Technology & Science (DRATS)
  • Regional Administration & Metropolitan Affairs (DRAMA)
  • Imperialism, Rhetoric & Theocracy (DIRT)

These departments are mirrored in both the Ducal governments and Metropolitan/Local Region governments and is headed by the ducal ministers of state or metropolitan/country ministers.

The exalt-governor is proposed by the Councillum Civis (usually the leader of the winning party) and is approved by the viceroy. All exalt-ministers are members from either the Lex Dominea or the Councillum Civis and are proposed by the exalt-governor. However, all these positions must be confirmed after hearings by the Lex.

The executive also manages the Metropolitan Governments under DRAMA. However, the heads of the metropolitan government, Exalt-Mayors is not appointed by the executive but is elected by the Council of Mayors in each city. Mayors are ultimately elected by the Dominean People.

Legislative

The legislature of the viceroyalty is divided into two houses:–

  • The Lex Dominea which is appointed by the viceroy, exalt-mayors, dukes, ducal legislatures and the judiciary and
  • The Councillum Civis which is elected by the Dominean People.

The Lex Dominea (Law of Dominea) currently consists of 108 members of which 38 is appointed by the viceroy, 20 by the five Iridani dukes (4 each), 20 by the two non-Iridani dukes (10 each), 10 by the exalt-mayors (1 each), 16 by the eight ducal/state legislatures (Iridar – the Imperial Dominion have a legislature but no duke) and 4 by the High Justice of Dominea.

The Councillum Civis however is a totally elected legislature with representatives from all of Dominea.

The council draws its 692 deputies or councillors from Dominea’s 8 states and 10 metropolitan areas under direct rule.

These councillors represent wards or districts that are based upon the population of each area. The council is divided into 4 types of seats, namely –

  • Direct representation seats - Wards (378 ) are seats of which the deputies are elected directly by the people using the first past the post method,
  • Group representation seats - Districts (102) are group seats of which the people choose a party or independent group of 3 to 7 people to represent a district (a large ward),
  • Popular Vote seats (120) are seats that are divided between the main ideologues/parties via proportion of the popular vote and
  • Military seats (92) are seats that represent the military presence in Dominea.

Political parties in Dominea are many but only 6 parties are parties of note.

The two main parties are the Imperial Military Party (IMP) with 312 deputies – including the 92 military seats and the Federal Democratic Party (FDP) with 298 seats.

The other main parties include the National Imperial Party (NIP) with 31 seats, Dominean Socialist Party (DSP) with 22 seats, United Environmental Congress (UEC) with 12 seats and Republican Populist Party (RPP) with 9 seats. The remaining 8 seats are divided among the minor parties and independents.

In the recent troubles a realignment has emerged - with the formation of the "Rainbow Coalition" - this new coalition is formed between the DSP, the UEC as well as the newly merged NIP and RPP - forming the DSM

At the moment, the IMP is ruling as a minority government and achieves its majority via the 92 Military Seats it hold - showing how important the military is to the viceroyalty and the empire. The mighty shadow of the military sheilds this nation and its more anarchic elements.

Elections to the Councillum are held once every 6 years and 1½ years after every election for the viceroy. The next scheduled election will must be held before 4904PI (next year).

The Ducal Level

The ducal governments are the state governments of Dominea.

Each ducal government is a mirror of the Dominean government and is headed by a duke. The ducal government has a separate executive branch and a legislative branch which mirrors the viceroyal government.

The executive branch is headed by the duke assisted by the exalt-minister (chief minister) which is appointed by the Duke. In this way, the ducal government defers from the vice royal government. The exalt-minister then appoints his ministers of state. These ministers of state must not be a member of either houses of the ducal legislature.

These ministers report to the exalt-minister of state as well as the exalt-ministers in the vice royal level. The departments that is under the purview of the ducal governments are the Departments of:-

  • Agriculture and Biotechnology (DAB)
  • Commerce & Industry (DCI)
  • Local Government and Residential Affairs (DLGR)
  • Culture, Tourism & Human Development (DCTH)
  • Treasury, Economy & International Trade (DTEIT)
  • Research, Aerospace, Technology & Science (DRATS)
  • Human Resources & Information (DHRI).

The ducal government has authority within the framework of these ministries within their territories including the direct-rule metropolitan areas within the territory

The departments of

  • Transport & Communication (DTC)
  • Education and Health Services (DEHS)
  • Internal & Emergency Services (DIES)

are directly under the Local Governments (in the non-direct rule ducal areas) and the Metropolitan Governments (in direct-rule areas).

The departments of External Affairs & Diplomacy (DEAD), Regional Administration & Metropolitan Affairs (DRAMA) and Imperialism, Rhetoric & Theocracy (DIRT) are exclusive to the viceroyal government. DRAMA monitors next level of government – the regional area and metropolitan governments.

The ducal government also have a legislative branch. The Lex Duxis and the Councillum Duxis – both mirroring the function of the vice royal government. However, their power is solely to develop local laws, nominate the exalt-minister of state and to audit the executive branch.

The Metropolitan & Local Level

The Metropolitan Governments under the purview of DRAMA is the next level of government in Dominea. About 70% of the population of Dominea live in the metropolitan areas.

The metropolitan government is the most basic government (other than local regional governments within duchies) within the empire. Citizens of a city area will elect a mayor by direct election and a set of city councillors to assist him/her.

In every metropolitan area, a council of mayors is the main government vehicle. The council of mayors is a collection of all the mayors within the metropolitan area. The council of mayors will then appoint a exalt-mayor (traditionally the mayor of the biggest city) which will then represent the city in government.

The metropolitan government (and local government in the non-direct rule areas) have purview over The departments of Transport & Communication (DTC), Education and Health Services (DEHS) and Internal & Emergency Services (DIES).

Military

The Military of the Viceroyalty is an integral part of the Acleis of the Terran Aerth Imperium. They are under the direct command of the Emperor in Arcant via His Imperial Majesty's Warden of the South (Legatus Legionaire Proconsularae Magnus) which has to be an Exalt-General (Earth Rank Equivalent - Marshal).

Dominea is divided into 7 Military Districts under titular command of a Legatus Magnus (Great Legate / Full General) of the Acleis which is in the command of a Field Army. Each Military District is home to a Field Army which contain an array of forces that is a single tactical and strategic entity. A Legatus Magnus have command also over the Naval forces within his district - although he/she is required to share command over them with the Admiral (see below).

Dominea is a centre of industry and commerce within the empire. It is the High Technology capital of the Empire - courtesy of the efforts of Lord Palanthus Iridani (see history).

Industrial Dominea

As of today, Industrial Dominea is centred in Valmont (Electronics, Aerospace & Applied Transport), Harivand (Bio-Technology, Nano-Technology), Merion Bay (Advanced Electronics), Eminent Harbour (Armanents, Ship-Building and Aerospace) and Altonia (Nuclear, Applied Genetics & AgriTech). Each of these centres contribute to the continued development of the industrial base of the Empire.

Commercial Dominea

Commercial Dominea is also centred in its 10 major cities - each of the viceroyal metropolis contains a sizeable share of the commercial companies and institutions of the empire.

Dominea is the centre of most majority of the major trade routes of the South Western end of the empire. It is the 2nd largest maritime province in the empire after Isladia and its merchant marine fleet is the third largest within the empire.

It is the major entreport and transit port of the west - being the bridge between the viceroyalties of Mithgard, Cerulia, Eriand and even the Far Coast Viceroyalties of Petriea, Dalcerea & Nelatium.

Dominea's maritime economy is boosted by the industry rich viceroyalties of Cerulia and Eriand, resource rich Mithgard, Brunwalt and the Far Coast and Dominea itself being the high technology industry powerhouse.

Dominea's maritime trade goes through the main ports of New Albion, Port Arlington, Valmont, Eminent Harbour and the Nine Isles - each port serving as a main entry/exit point for a particular region. Valmont to the west and southwest, Port Arlington to the south, Nine Isles to the south and east, Eminent Harbour to the Eastern Empire and the East. Dominean maritime trade (and its merchand marine) is primarily driven by private institutions but is regulated by the Imperial Border, Customs & Quarantine of Dominea. About 80% of this trade has been successfully monopolised by Dominean International Shipping Corporation and Cerulean Oceans.

Trade in Dominea is also conducted via aerospace, with each major metropolitan center in Dominea having at least one substantial and advanced aerospace-port.

The principal language of the Empire and the Viceroyalty if Imperial Common (which incidentally is similar to English). High Imperial remains the language of choice within some functions of the Imperial court (similar to Latin). High Volari is an old almost forgotten language most commonly found in place names – e.g. Myth Aranor (a palace in the city of Valmont

The Angel of Dominea

The Angel of Dominea is the single most recognizable emblem of Dominea. The legend is that an angel dressed in black with wings of the purest white once descended from heaven before Volar Dracaris in the mountains of Soranth (in the middle of what is today the Duchy of East Volaria – near Double Bay). She stood before him and smiled filling him with peace, happiness and warmth. She bestowed upon him a shield with her likeness and a sword topped with a black diamond in the hilt – within the diamond is a constellation of stars and a Gold Cross. She then told him to pick up the sword and to go north to save the empire and then ascended to heaven in a pillar of light.

Volar Dracaris turned back the Mithgaard invasion exactly three years to the day he was bestowed with the sword. He defeated the greatest threat to the empire and remains the greatest single general in all Imperial history. From then onwards, the Angel of Dominea remains the symbol of Dominea and shall remain for all posterity.

The Wordings

Vox Imperia, Vox Populi

Latin for Voice of the Imperium (more accurately Imperatorous – but it is way too long) & Voice of the People. This signifies the Viceroyalty as the Emperor’s voice to the People of Dominea while being the People’s voice in Imperial Politics.

Lex Imperia, Pax Dominea. Pax Dominea, Dei Gracies

Latin for Law of the Imperium, Peace of Dominea and Grace of God – This concept is the cornerstone of the vice royal authority. By granting the protection of the Imperial Law to the people, peace shall prevail in Dominea (Human). By the Grace of God, Dominea shall have peace (God). Therefore, the viceroy has the Imperial Power in his hand and as the Emperor is Lord Protector of the Realm under God, he also is a symbol of God’s grace upon Dominea.

Naturro Abhoret a Vacuo

Latin for Nature abhors a Vacuum. This motto was added to all Dominean crests after the election of the 1st Imperial Viceroy upon the death of the direct line of Iridani Viceroys (refer to History in the next couple of updates). This was the basis of the viceroyalty’s commission in initiating the electoral concept for viceroy instead of a messy succession problem – that nature itself rejects an absence of power – thus justifying a quick solution to the viceroyalty problems.

The Colours & Stripes

Blue Field - The deep blue field represents the maritime traditions of Dominea. It also reflect the peace and tranquillity that exists for Dominea upon the arrival of the Empire. Also the dark blue is the Imperial colour for Dominea (the colour code for Dominea in the Imperial context).

The White Bar and Stripes - The white colour represents God and Peace. It is the colour of clarity, justice and conscience. The white bar represent the church and the grace of god upon Dominea. The two stripes represent the Imperial Courts (law above people -above blue stripe) and the Legislative Councils (law in service of the people-below blue stripe).

The Blue Stripe - The blue stripe represents the people of Dominea. It is the colour of peace and tranquility.

The Red Stripe' - The red stripe represents Imperial power and strength. The red colour projects strength of arms, bravery of the people and the honour of the nobility. The red stripe also represent the viceroy as the bearer of Imperial honour and power in Dominea.

The Crest

The Crest of Dominea is the pinnacle representation of Imperial power in Dominea.

The Legion shield (Bottom Centre) - Represent the Acleis – the Imperial Armed Forces

The Down-Facing Spearhead (in the Middle of the Shield) - Represent the Imperial Courts casting down Imperial Law upon the people (The spearhead is the Imperial Seal)

The Gold Laurels - Branching from both sides of the legion shield, these represent peace and the maintenance of peace by the Imperial Armed Forces. It almost seem like arms from the legion shield, embracing the people with warmth and comfort.

The Gold Rope - Represents the people of Dominea – A rope is made from millions of twines – thus a good representation of the people’s strength when united. Note the knot below the Gold Cross – a visual ‘link’ with God above.

The Gold Cross - Represents the Imperial Church of Dominea – a representation of religious (divine) power rising above the secular.

The Sheild – Heraldry of the House Iridani - This represents the ruling house of Dominea – the Iridani. There has never been a change to the ruling house in Dominea since its inception about 1700 years ago. The crest contains two knights in house livery (the initial army that was raised to fight the civil war), a sword running through a crown of gold upon a field of orange and red with a white battlement across the centre. The crest of House Iridani now represents the rotational viceroyalty between 5 of the 7 dukes of Dominea.

The Imperial Seal - Represents the Emperor and the Imperium – note the positioning of the seal, it looks like a sun overlooking the mountains and forests of dominea.

The Background - The background represents the land of Dominea – it shows its mountains, forests and vales under the clear blue sky. A graceful and prosperous land.

The Centre - The Centre of the Seal is the Angel of Dominea (See Above)
