The Grand Republic of Pheonoia, commonly known as Pheonoia, is perhaps the youngest nation in the SCJU, and one of the newest in the world. American ideals merge with European skill and knowledge on this Pacific island nation. From the Atlantean halls of the Capital, to the prestine, untouched magesty of Mt. Fresca, to the subtropical beaches of San Rizmo, Pheonoia is considered by many to be the new America, though a true name may be the "child of the SCJU".

General Information
Pheonoia sits on a large island off the coast of North America, and the nation makes up the southern two-thirds of the island, the northern third being the former parent nation of Renay, a name derived from its ruling politicial party, RNAI, or the Regime of Non-American Islanders.
Pheonoia is broken up into 65 districts, all grouped into 26 counties, and led by the capital city. The capital of Pheonoia is situated more or less in the center of nation as the city of Paradise Valley. It is ruled by a socialistic representative democracy, with an elected head of state (the President of Pheonoia) serving a five year term in office, as well as elected Senators representing the people of Pheonoia. The Government is ruled by a Constitution, outlining all necessary aspects of the nation, while allowing the document to be changed over time.
The Congress of Pheonoia is made up of 64 Senators, representing each district of Pheonoia except the Capital District in Paradise Valley (This is due to Constitutional clause stating that the Capital District shall not have a representative, as there are no residential areas in the District. This is to simplify having the capital incorperated into a city, instead of it being its own city, such as the United States' Washington DC.).

History
Although recent evidence has come to light suggesting a past civilization, there has been no concrete evidence to suggest any kind of civilization existed before the first habitation by the United States in in the 1930s. Historical documents puts the islands on maps as far back as the Lewis and Clark expedition, though that information has only become to light recently due to the American Freedom of Information Act. With that new information available, in 2009 Lewis and Clark were credited as becoming the first discoverers of the Pheonoian Islands.
However, the first habitation of Pheonoia would go to the US military installation Pacific Base Tango, established August 21st, 1936 in what is now known as the city of Tango Peninsula. A naval base established for North Pacific deployment, its importance was strengthened with the discovery of resources such as coal, and most importantly, silver. After an expedition moving us the Silver River discovered silver deposites, the military decided to bring in miners, and in 1940 established a small mining town owned by the military, jokingly called Silver Central though its official name was Silver Outpost 157 (named after the 157th Marine Regiment, who discovered the silver).
By the following year, 1941, World War II was well underway, and with the United States military becoming more tense with the prospect of going to war with the Japanese, the descision to construct a base closer to the mainland was brought up, and the Pheonoian Islands were chosen to hold this mostly secret installation. Fort Paradise, taking on its code name, was established in the river junction valley between the Silver and the Paraval Rivers. The location couldn't have been better chosen; it was a pretty central location, surrounded by mountains on all sides, and have air and river access just in case. That December, Pearl Harbor was attacked, paving the way for the Pheonoian bases to become the new contral hub for Pacific fleets in the North Pacific.
Following then end of the war in Europe, the United States began utlizing the island with multiple sites of construction, training bases, and touchdown points, which would eventually become some of the biggest coastal modern cities of Amagosa, Sherman's Cove, and San Rizmo. Known as the "Fortress of the Pacific", and became heavily relied on for their Pacific campaigns.
