Royal Cytheria is a constitutional monarchy and His Majesty King Sebastion Helhm is the current Head of State.
The main parliament building is located in the nations political capital of Leon-Owen, however the eastern regions of Royal Cytheria, known as the Grand Principality of Semtania, are under the more direct governance of the Royal Sutton Assembly in the financial capital of Sutton.
Elections are held every 3 years in Royal Cytheria in which the political party with the largest majority has it's elected leader hold the office of Premier. The current premier is Lord Edward Lylle who recently came to office in March 2010. He replaced Rt. Hon Ms Helena Morris who had served a total of 3 years in office.
The Royal Sutton Assembly has it's elections at the same time in which the majority party's elected leader represents the Grand Principality of Semtania in parliament in Leon-Owen. Any laws which effect the Principality are referred to the Assembly Secretary who then calls for debate and voting in the Royal Sutton Assembly.
Head Of State
The Head Of State is HM King Sebastion Helhm and his consort is Queen Anne Hehlm, former Princess of the Savoyard Confederation, and to the right is the Royal Crest. The Monarch is the only person who is able to enact laws in Royal Cytheria and acts on the advice of his personal advisor's, the Royal Court & the current Premier.
HM King Sebastion has recently been coronated in a lavish coronation ceremony held in the capital. This is following the former King, Sileus Helhm I, stepping aside and will now take on the title HRH, Duke of Delphmire, The King Fermaine.
Royal Court
The Royal Court is a select group of Aristocrats & High Government Office members who advise the head of state on any laws that are passed through for enacting. When a bill has been finalized in Parliament, it is then passed to the Royal court in which a thorough review is undertaken on behalf of the head of state. Once completed it is either passed back to parliament for amending or is put before the head of state for enacting.
The Royal Court dates back hundreds of years in which the original only consisted of 3 Dukes from the surrounding land of Leon-Owen. The Royal Court now currently has 25 members in which 15 are aristocrats and 10 are high government office members.
Premier
After the Monarch there is the Premier. Democratically elected by the people of Royal Cytheria and head of His Majesties Government. The Premier acts on behalf of the head of state in all matters of state with the exception of the Royal Tax, which is subject to the Royal Court & Governmental review boards.
The current Premier is Lord Edward Lylle. The Premier does not rule alone and is aided by the Premiers Cabinet. The cabinet consists of the head of the various ministries in Royal Cytheria along with the chiefs of the armed forces and intelligence service.
Royal Parliament
The Royal Parliament in Leon-Owen is where the Royal Court and Members of the Royal Parliament (MRP) meet. The original building was some 300 years old but was devastated by a great fire which swept through the heart of Leon-Owen in 1972. The new Royal Parliament was rebuilt on St. Stephens Island, directly beneath the Monarchs official residence, Owen Castle.
In 2003, HM King Sileus began talks with the then Premier, Nicholas Tilson, on the possibility of moving the Royal Parliament off St. Stephens Island as he did not approve of the increase in traffic and noise around his residence. Following weeks of talks, King Sileus agreed to part finance the building of a new parliament closer to the Premiers residence, the Royal Court and the city centre. The former canal docks was chosen as a perfect location, due to the redevelopment that was due to begin in late 2003.
In February 2009 the new Royal Parliament was completed and the move from the old to the new building is currently underway (April 2009).
The Royal Parliament is the supreme legislative body in the Kingdom. It alone has parliamentary sovereignty, conferring it ultimate power over all other political bodies in the Kingdom. At its head is the Sovereign, King Sebastion Helhm.
Royal Sutton Assembly
The Royal Sutton Assembly can be described as a "mini-Parliament" located in the financial capital of Sutton. The assembly directly governs the Grand Principality of Semtania in the east of Royal Cytheria.
HRH Prince Sebastian Helhm, held the title of Grand Prince of Semtania, which is a title bestowed upon the first born of the Monarch, however since his recent coronation as King, this title has now been passed on to his sister, HRH Princess Alexis Helhm. The title is mainly ceremonial, however certain executive powers remain but have never been exercised.
Citizens located within the regional boundaries of the principality have the right to vote for whomever is standing in their local constituency. There are 14 constituencies, mainly comprising of towns and large villages, in which the elected representative becomes a member of the Royal Sutton Assembly.
Which ever party holds the majority in the assembly elects one member in which they represent the principality in Parliament in Leon-Owen via the Semtanian Office.
Governmental Facts
- There is no law banning slavery in the Grand Principality of Semtania.
- Prostitution is highly illegal and carries one of highest penalties in the nation.
- When an audience is granted with the King or Queen, a fabric veil must be worn by both men and women, usually white for women and black for men. Direct eye contact is not permitted when in the presence of the King or Queen and the veil is a physical representation of the different status between those being granted an audience and the King or Queen. This is noted as a mark of respect and dates back hundreds of years. Foreign dignitaries are required to to wear a veil upon the first audience of each visit, in the case of ambassadors it is upon the initial appointment to Royal Cytheria. Foreign royalty are omitted as they are regarded as equals.
- The ministry with the largest budget is the Ministry of Home Affairs with the Ministry of Agriculture receiving the smallest.
- The previous Premier, Rt. Hon Nicholas Tilson, committed more funds to health and defence then any other Premier before him.
