Cézarest is a parliamentary democracy occupying a small island in the northern part of the Atlantic Ocean, at 47°33' N and 31°12' W.

Discovered by Canadian private pilot Gabriel Cézar in 1928, its beginnings were driven by the rich mountain deposits of the rare Osmium-Phosphate mineral. Today, this small country is still developing economic stability, relying on international trade to fuel its economy.

History

Beginnings

On the 16th of May, 1928, private pilot and Canadian citizen Gabriel Cézar intended to duplicate Charles Lindberg’s feat of flying across the Atlantic Ocean. Modifying Lindberg’s trajectory to take advantage of favourable winds, it was 14 hours into his flight that he flew over an unmapped island.

Having accomplished his goal, Cézar made a second trip three weeks later to the new island with his best friend and Swedish immigrant, Tim Thorguard, and their wives, Géraldine Cézar née Tremblay and Tiffany Thorguard née Howard. They would return with extremely valuable Osmium-Phosphate rocks and word of a beautiful, secluded, new island.

Very soon, large ships started landing at the Joint River delta to colonize this newfound land. Mines and processing plants were built for the Osmium-Phosphate, creating lots of jobs. Residences were built to house the workers, and a new town was founded on June 5th, 1928. Naming it after himself, Gabriel Cézar called the new town Cézarest.

February, 1929: Cézarest's relentless expansion started to cause problems in the community. Among other things, industrial zoning restrictions, traffic clogging, and environmental pressures raised public awareness. Being forced to deal with these problems brought about the first Community Overhaul Project, a Thorguard initiative as mayor of Cézarest. The project zoned new land for manufacturers and processing plants, implemented a rudimentary shuttle system, found innovative ways to reduce pollution, and built new recreational areas, such as parks and playgrounds.

After the New York Stock Exchange crash of October 1929, Cézarest held on with Osmium-Phosphate trade deals, produce exportation, and North American immigrants, seeking work, flooding in. Maintaining a relatively stable economy, seperate from most of the world, Cézarest's population increased from 1,000 to 17,000 persons between 1929 and 1939.

For its own protection, Cézarest decided to stay neutral once WWII began with Hitler's invasion of Poland in 1939. While this was Cézarest's official standing, most of the population - the North American immigrants - sided with the allies. Tensions rose as most countries' governments tried to convince Cézarest to develop a way to use the Osmium-Phosphate as a weapon. Under the protection of the SCJU, Gabriel Cézar calmly said no. In 1941, when customs security was overhauled and tightened, an illegal Osmium-Phosphate smuggling route was exposed. It was found that a total 23 tons of the mineral had been sent to Vladivostok, hidden in the engine rooms of several cargo freighters. The KGB had tried to design a weapon to no avail, apparently due to the Osmium-Phosphate's slow reaction.

Geography and climate

Cézarest consists of one main island and six known others, totalling 313 square kilometers.

The main island features the beautiful Thorguard Mountain Range, a series of peaks that run from the southern coast to center of the island, the tallest of which is Mount Epastofle, at 964 metres. There are also three principal rivers: the Thorguard, the Joint, and the Klein (the longest of the three). Located in the temperate rainforest biome, 80% of Cézarest's total surface is covered with lush forest, comprised of mostly coniforous or broadleaf trees.

The climate is usually temperate and mild, with tempuratures rarely falling below 0°C or rising above 30°C, being regulated by a tropical-like humidity.

Federal Branch

The Federal Parliament is composed of elected members from various ridings throughout Cézarest.

The Federal Parliament is lead by the Prime Minister and managed by the Cabinet of Ministers. The Cabinet of Ministers and the Prime Ministers prepare the law proposals, that then go to the Parliament to be voted upon. If the Parliament accepts the proposal, it then goes to the Senate, to be reviewed and voted upon. If the Senate accepts it, the proposal is sent to a secretary of the Cabinet of Ministers so it can be officially approved as federal law.

Administrative Area Branch

For each Administrative Area, there is an Administrative Council, composed of elected members from various riding within the Administrative Area. The Administrative Councils of Cézarest are seperate, individual branches of Cézarest Government that are not directly controlled by any other power, but are overseen by the Prime Minister.

Each Administrative Council is headed by Administrative President, who writes regular reports to the Prime Minister, concerning local affairs.

Judiciary Branch

Totally seperate from the other branches, the Judiciary Branch is composed of the Supreme Court, Federal Courts, and Administrative Courts.

Cézarest City

The capital, Cézarest City, is the most populated administrative areas: approximately 25,000 people reside within its limits (78% of the country's population). The municipality includes the airport, and is the commercial and manufacturing center of the nation.

The Municipality of Carleton

The Municipality of Carleton is comprised of Wobyver, a primarily agricultural town, and Flint, a mining town for the osmium-phosphate. Approximately 7,000 people have made their homes there (21% of the country's population)

Eastern Coastal

The Eastern Coastal administrative area thrives on its annual tourism. The beautiful beaches of País De La Palma attract hundreds of visitors every year. Only approximately 250 people live here year round (under 1% of the country's population). Recently, the IASA Manufacturing facilities were constructed, prompting a shift from tourism-orientated to aerospace-oriented activity in the area.

Osmium-Phosphate is Cézarest's raison-d'être and the backbone of its economy. Because mineral prices have a large effect on the national economic stability, the country has tried to diversify its exports, with one great success being agricultural products.

Osmium-Phosphate (OsPO) is a rare mineral that was discovered in the Thorguard Mountain Range in 1929, by Gabriel Cézar and Tim Thorguard. It is incredibly stable, except in a vapor form which reacts slowly with aluminum, producing large amounts of infrared rays.

Osmium-phosphate is only useful as a power source, but because it is long-lasting, economically sound as well as environmentally-friendly, it is hoped to be the next replacement for nuclear reactors. Praised by political figures and environmental specialists alike, osmium-phosphate is very valuable - prices per gram hover around 175Û (it is quite light) - and is kept under the Cézarest Osmium-Phosphate Secrets Act of 1933.

Cézarest is very proud of it's educational system. Over the years, it has been refined itself, with lots of funding and support from all levels of government. Educational researchers have concluded that other educational systems do not acknowledge the importance of a sentient being's need for creative fulfillment, and have adapted Cézarest's standard schooling standards to meet that need.

SUBO

The brainchild of the Cézarest Educational Research foundation, the Simcity Union Baccalaureate Organization offers advanced level courses to secondary school students across the Union. SUBO diplomas are accepted as course credits at many post-secondary institutions.

Public education system

The public education system in Cézarest consists of four levels. The levels in italics are optional, the ones in bold are mandatory.

The Cézarest Cardinal is Cézarest's national bird. Taller than many species of Cardinal around the world (averaging about 10 inches in size), the Cézarest Cardinal can be found in great number in the thick, lush forests on the main island as well as on the smaller ones.





The Douglas Fir is Cézarest's national tree. On average, the Cézarest kind grows about 90 meters tall, due to Cézarest's long growth season and high humidity.
